The District Magistrate's first minute is dated 19th September, 1907.

I should have seen it before I went to Taipe and before wrote my minute of 1st October 1907. It gives information which was not then at my disposal.

Mr. Hallifax's scheme gives effect to my proposal that the District Magistrate take steps to aid the Chief Resident Engineer in regard to these Contracts and ensure justice to the Coolies. The steps he proposes are

1. To eliminate the small Contractor without capital and to ensure payment to coolies, by making weekly payments obligatory. The Chief Resident Engineer will inform District Officer of Contractors and Contracts.

The District Officer will enquire of the Contractor who his sub-contractors are and post their names at site, informing all coolies that they are the only recognised ones.

Contractors

The Railway will pay monthly, weekly. The latter obligation will form a Clause of the Contract with penalty for breach. There is no need for the Chief Resident Engineer to notify the District Officer when he is prepared to make payments as he will do so monthly.

This seems to me a practical and good solution. I approve the notice but the District Officer must recollect that we cannot enforce any penalty for failure to make weekly payments, or eliminate the small Contractors in existing Contracts. If however there is no stipulation in the Chief Resident Engineer's Contracts as to monthly payments, this concession could form an inducement to the Contractor to pledge himself to weekly payments.
